Remove <includeonly> from {{high-risk}} template, since works correctly on /doc pages now. Update template name to avoid redirect.

This is the {{tl|non-free media}} meta-template.
It should be transcluded into every known non-free image copyright template. It categorises images that are tagged with those copyright templates into [[:Category:All non-free media]]. Thus allowing a machine-readable list of all non-free media to be created. It should not be used directly.
