This is a restriction tag for images which are of or contain portions of documents issued officially by a governmental or related
organisation. Whilst a number of 'official' documents are not copyrightable (see [[threshold of originality]]), the use and reproduction of them is tightly controlled for other reasons. This restriction tag is needed to alert users of the file to the existence of these additional restrictions.
