This template is an alternative to {{tl|di-no permission}} that can be used for the specific case of images where an [[WP:OTRS|OTRS]] ticket was received, but that ticket could not be closed successfully. This template should generally only be added by OTRS users after they have personally inspected the ticket and validated that it is not sufficient.
