Get the full root page name of the current or the given page. It is similar to the template {{FULLBASEPAGENAME}}, but returns the root of the page hierarchy instead of the parent. In namespaces with no subpages, it will return either the given pagename or {{FULLPAGENAME}}.
This template can be substituted.
